ORDER:
Rule 46 of the Indian Electricity Rules,1956, lays down that where an installation is already connected to the supply system of the supplier every such installation other than those in Mines, Oil Fields and Railways shall be periodically inspected and tested at intervals not exceeding five years either by the officers of the Electrical Inspectorate or supplier as may be directed by the State Government in this behalf. Under Rule 46(2)(a), the fees for such inspection and test shall be determined by the Government. The fees was lastly revised in the year 1987 vide G.O. first read above. The Chief Electrical Inspector to Government in his letter 7th read above has suggested revision of the fees on the ground that the cost of inspections has been steadily going up due to higher cost of staff and incidental expenses during past 10 years. The Government have carefully examined the proposals.
Under clause (a) of sub rule (1) of rule 46 of the Indian Electricity Rules, 1956 and in supersession of all the previous orders on the subject, the Governor of Tamil Nadu hereby directs that the consumer ‘s installation specified in column (2) of the Table below shall be periodically inspected as specified in corresponding entry relating thereto in column (4) thereof.

Under clause (a) of sub rule (2) of rule 46 of the Indian Electricity Rules, 1956, the Governor of Tamil Nadu determines that the fees for such inspections and test shall be as shown in the Schedule.
The revised fees specified in the Schedule shall come in to force with effect from the date of issue of this orders.
The Government also direct that the fees collected for inspection of the high and extra high voltage consumers installations shall be credited to State Funds and that those collected for the inspection of the Medium and Low Voltage consumers installations shall be credited to the Funds of the Tamil Nadu Electricity Board or the Licensees who carryout the Inspections as per the above directions.
This order issues with the concurrence of the Finance Department vide U.O.No.958/FS/P/2002, dated 16.3.2002.

SECTION I
MEDIUM VOLTAGE
Medium voltage installations consisting of motors, ovens synchronisers, Condensers, Static Capacitors, Boosters/Stabilizer/Welding/Regulation Transformers and similar equipments with associated switchgears and cables.

EXPLANATION: (1) The fee should be collected for each plant irrespective of the fact whether it is single phase or 3 phase.

EXPLANATION: Agriculture service shall be charged for at the rate chargeable for M.V. equipments.
NOTE: (1) In case of EHV/HV Consumers where inspection cannot be carried out for the reasons attributable to the consumer, a fee of Rs.1,000/ shall be charged .
(2) Wherein in the opinion of the Chief Electrical Inspector to Government, if check inspection becomes necessary in EHV/HV consumer premises, the fee shall be 50 percent of the fees specified.
(3) A minimum of Rs.1000/- shall be charged as inspection fee for rule 46 inspection of each H.V. consumer premises.
(4) The minimum and maximum fees prescribed as above shall not apply to L.V. and M.V. consumers.
(5) For inspections which cannot be carried out for reasons attributable to the L.T. consumer, full fees as per the table shall be charged.
(6) KVA, KVAR, HP ratings shall be treated as KW for the purpose of levying fees under Section I.
(7) In case of any dispute over the rate and amount of fees to be paid or payable, the decision of the Chief Electrical Inspector to Government is final.
(8) Capacitors connected across the motor terminals need not be billed separately.
